Is this Heathrow's answer their snow problem?

BAA appointed Normand Boivin COO for London Heathrow. Boivin is currently serving as operations director for Aeroports de Montreal and will join BAA at the end of August.

YUL is one airport that knows how to remove lots of snow in the winter so he should impart that knowledge for sure but thye may not spend the money for added equipment needs.

i doubt it .. you dont hire people nor buy equipment for a once in 50 year event.

Heathrow can't handle the once every year or two snow, the once in a 50 year variety qualifies as a national disaster.

Why not?

Once in 50 years means an annual probability of 2%.

0.02 multiplied by a large number (the loss incurred) could very well exceed the cost of the equipment required.

That's if you ignore the fact that "once in 50 years" usually refers to the rate of an exponential distribution - which puts quite a bit of probability lower then 50 years, so that basic risk analysis should be seen as rather optimistic.
